Business application programs that fall short of their targets rarely lose them in delivery – they lose them in the decision paper.
Why do business cases fail? And what steps should you, as a client, take?
A business case without measurable benefits, a risk-adjusted calculation and a named owner of the value becomes a budget document rather than an instrument of governance.
Therefore, a decision paper is not a document to be cleared by the investment committee. It’s the agreement on value that the program is then

Why do business cases fail?
1. IT owns the value
If no line manager carries the benefit in their targets, it will not be realized, no matter how good the delivery is.

4. Benefits are double-counted
